Consolidated Plan

In an effort to dramatically increase the supply of affordable housing for low- and moderate-income families, several jurisdictions within Thurston County have applied for federal HOME funding.  These jurisdictions include the cities of Lacey, Olympia, Tumwater, Rainier, Tenino and Yelm, the town of Bucoda, and Thurston County. 

In June of 2002 these jurisdictions entered into a formal Inter-Local Agreement which outlines the organizational responsibilities for carrying out activities under the HOME program.  In this Agreement, the Housing Authority was named as the administering agency to implement program activities.

A crucial step in applying for HOME funding is the adoption of a Thurston County Consolidated Plan.  This plan assesses the housing needs of the community (with particular emphasis on lower income households), establishes long-range housing strategies, and outlines a first year action plan describing the use of the funds.

A draft Consolidated Plan was presented at a public hearing on June 2nd, 2003 before the Thurston County Commissioners.  After a 30 day comment period, the Commissioners formally adopted the final Consolidated Plan on July 9th, 2003.
